Depends if you like a good challenge and want to make England great again (which some player want actually). It's not like England has a terrible youth rating either, it's like managing in the Netherlands for example. And with rich as fuck clubs, you can simply keep upgrading your youth setup every year when you get in the Prem. Considering I don't play in PL, it means that English players are non-EU. It's not like I could attract English youngsters anyway due to their absurd values and wage demands in previous FMs either, so it isn't a big loss.
However, if your goal is to collect flags, yeah, it's shit.

Tho' if you get affiliations with clubs that have a good youth setup, you can still try to collect flags.
You should probably use a >user db so that more leagues are available (more clubs, more players after all). Raise the reputation of the leagues, raise the money, both significantly. Modify or abolish any annoying rule about a limit on foreign players. Give the USA absurd youth rating and improve the youth setup of a least the biggest clubs. Clear any nation transfer preferences. Add USA to the EU/Cotonou or something. And pray.
