Water is a completely different thing than the fluid that covers your eyes.
Water doesn't harm them, but they don't work the same way. Have you ever gotten water in your natural, non-submerged eye?

This dude. Water is hypotonic and will force fluid into the cells of the eye and cause irritation, which will in turn make you blink. So technically, no. Blinking is also a primal reflex, humans will blink naturally unless consciously trying not to. So even if you were somehow submerged in fluid thats isotonic to the eyes you would still blink, unless you continuously try really hard not to.

Your eyes are lubricated with more than just water. You can't keep them open forever underwater, and it stings, for the same reason pussy seems dry when you're fucking in the pool.
There are tribes on the Asian islands who just fish and do deep water diving, they can keep their eyes open while their underwater.
It's just how people evolve, like most people in the city, there's no need to spend hours under the water, so we aren't inept at it.
