It means that Bane is bigger than CIA not only in size, but in spiritual richness and ambition. The words "For You" are more of a question than a statement, Bane is testing CIA to see if he can size up to his massive plans and goals.

Bane was actually saying that it would be extremely painful for the CIA agent if he were to pull off Bane's mask.

The dichotomy between the 'extremely painful for you' and 'big guy for you' camps (recognised by Tom Hardy as existing in the script compared to his intonation, see attached) is a natural conclusion of the nature of the Plane Scene. The yin/yang flight plan/master plan balance of CIA and Bane becomes realised through the very words and syntax, the mystery displayed by the obscurity of large amounts of Bane's visage, thus stopping any way of reading significant sections of body language to try and grasp at the true meaning. The displaying of that core symmetry through those two words —it's genius by Nolan.
