People were raging over Sochi in 2014 even though the boring race was due to Pirelli's error with tire selection, then 2015 came and it was a pretty good race and suddenly everyone is ok with the track and then 2016 had the Kvyat memes and a pretty standard race and now it's a general racetrack that people are pretty much ok with being on the calendar

However if a track has an incredible race in the first time its on the calendar people will remember it and it doesn't even matter if the next 5 are boring shit because people will always talk about the great track where that one thing and that one great race happened
