Second of all the US military's personnel is widely regarded as on average inferior to european personel, they're "the dumb kids with big guns", for the simple reason a large part american soldiers use the army as a replacement for social service, since the army gives both free college and free healthcare (which i bet america counts as "military expenditure").

You already spend enough public money to have universal healthcare, you just don't have it because the status quo makes certain people a lot of money, and they'd rather keep that money than spend it on normies.
As for free higher education, I think Australia has one of the more sustainable approaches. We pay about half the costs, but we can get what's basically an interest-free loan that's indexed to inflation and pay it back through our tax system. There are also upper limits on fees that the public universities can charge.
One thing though that I would like to see here that is in America, is greater use of endowments. We have them here, but nothing like what some American universities have, partly to do with almost all universities here are public. But you gots tah have dat scrilla if you wanna do research, yo.
