No, the caste system is for Hindus. Lower caste people are probably only harassed in backwards villages. Everywhere else, no one cares. (also, you can't tell a person's caste by looking at them) and there's no discrimination against them in the cities.
There's also affirmative action for all low caste people and non-Hindus. I have a friend from a millionaire (in USD), low caste family and he still benefits from this affirmative action because he's "unprivileged" somehow.
