I´m thinking of Argentina or Chile.

I'd go for Colombia or Mexico.
Mexico City seems safer than Bogota, so I would go for the former, but I don´t know how expensive they are.

Chile and Uruguay would be the best but i don't like picking the mainstream options, i'm more the kind to play my games picking a special snowflake build which makes it all more fun. So i would say Peru or Colombia, maybe Panama also if i could handle the heat. They all look in decent shape and looks like they will keep improving.
