These manuals have explicit instructions for the secure receipt, handling and storage of all test related materials, as well as for the secure administration of the test itself. No one other than approved project staff has access to secure PISA data and embargoed material and formal confidentiality arrangements are in place for all approved project staff.

There has been times where literally participating countries' scores have been removed from the reports because of cheating or other technical problems, this was indeed the case with Austria, the Netherlands, Luxembourg and the United Kingdom in 2000, the United Kingdom again in 2003, the United States in 2006, Austria again in 2009 and Argentina, Malaysia and Kazakhstan in 2015
