Knock on the door. If they're there doing shady shit they'll get freaked out and leave. If they're there for you, they'll get freaked and leave, but then you will lose the advantage of being able to see them without them knowing you're there.

Alternative: Call the cops about a suspicious van casing homes in your area. If they show up up and leave without making a scene, they were official. Even PI's call in to the cops when they are watching someone, that way there won't be a scene that will draw attention to them and alert their target.

Cars are usually used for one or two person stakeouts where just observing or snapping a few pictures is enough. Vans like that are usually used when more complete observation is necessary. Better cameras, high powered microphones, etc.. are hard to hide in a car.
