The title track is best when it's second to last, because then there's a build up to it, then it acts as a climax, and then there's a conclusion after it.
The album should be named after the climax, not the build up or the conclusion.

That makes sense, but I think it works both ways. Take The Downward Spiral and ITCOTKC for examples
