Dev said for months that it was multiplayer, but that it was so big that the chances of you finding another player was 'almost' zero. Two people tried to meet up, confirmed they were in the exact same spot, but couldn't see each other. Devs haven't commented on it.

From what I figure, they planned multiplayer but couldn't get it worked out. So then they became increasingly ambiguous about it the closer they got to launch. Now when responding to questions about it they try to deflect or outright ignore them.
