France was historically a land power rather than a naval one.

I think it's more that the UK, the Netherlands, Spain and Portugal had nowhere to go except over water if they desired to expand.

While France and Germany could just enjoy the status quo or invade a neighbor.

This doesn't make sense.

The Netherlands had the biggest navy in the world for a long time because we had a huge merchant fleet that could easily be converted into warships.

So as long as our trade grew our fleet also grew.

Because our states (provinces) were so rich they also started building their own navy's besides the national navy. A bit like if all national guards / state defense forces in the USA would arm up.

And the British grew a navy because they were jealous and had to match ours.

One thing int has taught me, is do not be fooled by the Latinate French language. Their aspergers and sense of humor proves the French are truly Germans.

Also although Germany is associated with humorless people and militarism, until the late 19th century France was more known as a warrior nation and Germans as just a bunch of jolly beer-swilling peasants who had to be flogged into battle by their Junker overlords.

As Rudyard Kipling said, "The business of the Frenchman is war, and he does a very good job of it." To this day, France is the only EU member which is militarily self-sufficient (instead of dependent on the US for defense) and has a nuclear arsenal.
