its not all siberia, Sakhalin Island is just north of Japan, Kamchatka is the Russian Alaska, and Primorye is north of Vladivostok. Its fun to take a google maps streetview and see how rural far east Russia is for yourself. Its very poor and cold but not a wasteland.

The key might be looking at existing natural resources and seeing how they can be converted to high-value niche exports.
