No it wasn't. They had a capitalist economy but were officially neutral. In practice however they were heavily under Soviet influence.

What grinds my gears the most in this discussion (amongst many things) is that you compare our countries like we were on equal grounds to begin with. We were a country with ~4 million population against a country which army itself was larger than our whole country.
And Soviet annexation plans are there to see you can nitpick and play it like they would've only wanted Karelia but that's just bullshit considering what kind of borders they set in Molotov-Ribbentrop pact. We watched as soviets demanded lands from other baltics and suddenly whoops their capitals were under soviet control. It's a common russian troll tactic to deny the plans for annexation to make us look like the enemy.
Also, they set up a ssr in karelia during Winter war and promiced the mainman of that government control of the country when the tanks would've rolled in Helsinki in that famous 2 weeks Stalin talked about.

Realistically we were too much an pain in the ass. We pushed them to stalemate in the isthmus and Stalin came to the conclusion it'd be not cost-effective to annex the country. So we made a deal to threw krauts out and we'd retain independence.
