Sorry. Was Wrong about construction. But based on the view of the roof in apple maps and the building under construction on Google, the under construction building is already at its final height, and not tall enough to provide the view.

Yup. Try using Google Earth. There aren't many buildings with sloped roof angles like that. Also looks like it's Inot am elevated area. Eg ponsonby- college hill
