I have never heard of it being titled the most beautiful city in Europe. It's not even thought to be the most beautiful city in Russia (nor should it be).
We have "mirror" or whatever it's called visa policy, it's probably because you have stricter rules for russians too.
Applies to all Europeans but we're not under the same immigration policy as the others, forgetting about Brexit.
Russia and UK beef goes back further than most countries even exist. So, it's.. Expensive. Plus I hear their security services fuck with Br*ts (maybe only the important/statist ones but still)
The only way in without a visa is via boat -> 72 hrs in StP. Not even enough time to do the Hermitage properly, but it's still kinda tempting.

Not sure they fuck with tourists/business travellers. We have an office in London, and people hop back and forth all the time.
The visas are pricy (and it's mutual), but no issues with security whatsoever.

Yes, well visa policy aside, Moscow and London are two of the most important cities in Europe, so it makes sense.
