I would introduce the "red blanky". Whenever my youngster would act up or scream its head of in public, I would threaten "if you don't stop, i'm gonna have to take out the red blanky"... if it doesn't stop, i'd take out a red handkerchief and stuff it in its mouth and press my palm on its face so he it can't be spat out, while simultaneously covering the nostrils. Right before it's losing consciousness, i'd release, so that it can remember what just happened and why.
So after a couple of times of this, all I ever have to do is threaten the red blanky and my child will fall into a state of fear and shut up.

The way I treated my little brothers (about ten years younger), worked like a charm. I'd just grab them and hold them still in my arm, not paying any attention to them or letting them move much, until they stopped squirming and screaming. If they acted up when they got out, they got it for longer. Works wonders, but you have to be patient. Took over an hour sometimes
