same reason there's no hispanics, darker asians (middle eastern, indian etc.) and only occasionally white people. japan is a mostly homogenous country, would make sense to portray their characters as their own race. that being said, there are a number of animes with black or racially ambiguous characters. you just aren't looking in the right places.
