I think it's probably that or Friday I'm in Love for me. I'm fascinated by artists like Hall and Oates, and the Cure, and Prince who were able to crank out amazing pop songs like it was nothing. Moreso than I am with artists that were more experimental. There's just something interesting about crafting a perfect pop song to me.
It is a very good pop song, but if OP is asking for the best pop song wouldn't it be one that achieved the goal of pop, which is mass appeal? I mean, heck, if we're talking favorites I'd be posting Sweet Tuesday Morning and In the Meantime/Some Other Time, for starters. They had a lot of better songs than Baby Blue, for sure.

Toxic is the perfect pop song in my opinion.

Always think it works in a pop songs favor when they have one minor element that pops. Like the "krrhh krrhh" in Creep, the "DNN DNN" in Tainted Love, the "DRN DRA DRN DRN" in Bullet With Butterfly wings. I think the bursts of strings in this song is along the lines of those. I've never met anybody who disliked this song.
