Educate people about caloric intake, throw fake diet plans in jail, and make sure food is labeled accurately. Otherwise, hands off. If someone makes themselves fat, then they are living the life they chose, so let them be. It's good to care about others, but the desire to help should not translate into a desire to control the lives of strangers.

You can eat food and not be fat.
However if you are fat and producing less than than you consume you should be forced into a "fitness" camp until you're normal.
This could be combined with a selective prohibition on soda and junk food. Sort of like an age-limit on alcohol; if you have a history of fatness that required state intervention, no more junk food or soda for you.
There is literally no reason why this is not be trivially possible to implement using modern technology. The question lies in the capability of the bureaucracy; FDR could have gotten Harry Hopkins to do it at the drop of a hat. Now they can barely get a website running.
Of course, like with the alcohol-age limit, nothing in particular stops people from purchasing your vice for you. But one would imagine that this, combined with the "fat camp" deterrent, would go a long way toward solving the problem.
