I'd count that as a public road, since thats what Bathurst was built for too.
It's different though, Nurburgring is a 24/7 racetrack, you have to pay to be able to drive on it. With Bathurst there's nothing like that, it's part of the regular road system.

I looked at how much the local service provider here sells their sports only channels and 7 days for $20 or a month for $56. They cover F1 (and many more sports) and give free on demand replays for 24 hours too. If the solo F1 stream is more than that it will be a failure imo a proxy and a subscription to the NZ services will be better
