There should also be some kind of psychological, ethics, and intelligence profile test for anybody wanting to govern or police. Full-proofing your leaders through several levels of testing before the get to positions of power. They have to be the best, brightest, and most well-intentioned. Elections are immoral because they can be paid for, and your intelligence and ability to govern has nothing to do with how much money you have.

The beauty is that bureaucracy would be streamlined because ways of governing efficiently would develop because of a universal allegiance to science. Any problems with bureaucracy would be eliminated by applying the scientific method to every aspect of society.
