A "normal" smart fluffy would be able to do 2nd grade math. Maybe touching on multiplication and division, but small numbers.
These are usually alicorns.
They are also capable of seeing a situation more clearly and seeing why something may be a bad idea. Or at the very least, they know "daddeh says no, so fwuffy nu do eet."

In all the stories I've read where a fluffy is smart, this is an example. The average fluffy can't really count past 10, and the average arrogant fluffy, or smarty, will have a hard time counting past 4 so they overcompensate with aggression. Kind of like the typical bully in high school.
Yes. That's why I said these smart fluffies are usually alicorns. The average non-alicorn smart fluffy is gnerally just more obedient and receptive to good ideas, knowing right from wrong, and listening.
