Could be that you're just late with it.
Also circumcision is not the answer to phimosis, a small incision is all it takes.

If you can 'cure' your 'Phimosis' with a few weeks of exercise, you don't have Phimosis. real Phimosis can be uncomfortable when flaccid, and extremely painful to even damaging when erect. It can also only improve slightly over months of exercises.
The only people who say getting cut is terrible are the ones who cured their 'phimosis' in a couple of weeks. The people who had real Phimosis and get surgery also advocate it, for good reason.
Regardless, there is something wrong with your doctor if you get put into surgery without doing any of the stretches. i started to discuss surgery with my doctor after 6 weeks of exercises with little to no improvement, with still the inability to properly perform or ejaculate from sex due to the pain.
