Depends on what you mean by best. Though republic is poorer but at least it's a good tourist location.

Oblast/kray is basically the same thing, while republics/okrugs are established for minorities (crime is the only exception, it's republic).

Those regions have always been poor; they're popular tourist destinations mainly within Russia so not benefiting from it much.
