I do feel like this film could have had a soundtrack that still worked. But then again, so much of it is based around quiet sounds and scenes.

There are plenty of movies with zero music whatsoever, diegetic or otherwise.
This one actually has a good deal of music which functions exactly like a normal soundtrack, that is, swelling when things become dramatic to create tension. It's just the scenes are so intense, people don't even notice. Obviously the instrumentation is relatively subtle.
First time I noticed was when Chigurh shoots the bird on the bridge and misses, but watching it after there is music even before that.
Anything by Studio Ghibli
Especially NausicaƤ of the Valley of the Wind, pic related and Princess Mononoke.
Nah that stuff isn't music, it's just sound design. Little chords and stuff.
If there are no organized pieces, it isn't a soundtrack.

the difference is between sounds that would exist in the scene and superimposed sounds that wouldn't. seems relatively hard and fast to me.
finally, imagine if we watch the same scenes without the music and the difference
I just find it interesting a lot of people point to this film as a music-less film simply because it is one of the few films this well-known with a subtler soundtrack

It's a shitty spanish-german B movie horror but the music is fucking dank and it's the only example I can think of where everyone agreed the movie was shit, but the music alone gained a cult following decades later.

Joe Hisaishi, who composed the score for all of those films, has won eight Japanese Academy Awards and has been nominated without winning eight times. He has 15 other awards and 14 other nominations too (at least). Ten of his awards are for anime.

What else would be overshadowing it? And it's not like Patlabor is even unpopular anyway. They made an OVA series, a long TV series, more OVAs, three movies, a live action series, and now there's a new anime series coming.

Patlabor 2 it's arguably, Mamoru Oshii's best work, won many prices, but still a pretty overshadowed movie by other flashy movies from the time. Patlabor is probably (along with some Satoshi Kon's movies) the least "anime" movie, coming from an anime form.

Even if it's overshadowed by other movies of the era, then so what? This happens all the time in live action, but I don't see anyone complain. But as always anime has these weird special rules applied to it.
