It was and the country improved a lot under Gaddafi's leadership.
Mind you, the people had free access to education and there were very few poor people who lived in Libya.
Gaddafi was also the only leader who gave a shit about the African Union and Pan-Arabic unity.

In libya, if the two governments managed to find an agreemen (even fi it sunlikely) they can have infrastructure and money, they just ened libyans abroad to come back, and bring people to educate libyans.

In syria, no matter how it ends up, the country is totally destroyed, no infrastructure left, and they don't have ressources to rebuild the few they had.
