Not gonna lie, it triggers me a lot of the counties ive been to didn't have flags. You could put a blank flag but if you hover over it it shows the name or something.
Keep in mind I may have to make some alterations due to some blank counties in the database Kar added, but your template should almost correspond with the final product

There's no point in putting blank flags in unless this becomes /explorertism/. It's centered around flags and making the seal/CoA/logo flags for counties was already pushing it, but we decided sure because most US county flags are like that already.
I can't really bring myself to have hundreds of blank flags in the database.
HOWEVER, if /flag/ community feels different about it and there's an overwhelming want for it, then speak now and I guess we can have blank flags.
It triggers me too, but I don't think that's the solution.
Fair enough. Maybe there are unofficial county flags for a lot of them that are used, but not technically in the books?
Not really, I've done very thorough research on all US counties. Every single one. This project has been going on since September, so I know. I didn't come across a single unofficial flag being used aside from 100/150th anniversary flags and we decided not to use those.

It's a shame that so many don't have coat of arms or/and flags. Happens the same to me. Sometimes only 20% of the towns in a province have flags, some even less. You can find some unofficial flags that are basically the coat of arms with a usually white (sometimes yellow/red/blue or whatever) background. I have found that even some shops send this flags like if they were legal. Should I use them? Not sure about it.

In regard to Madrid, the only official flags are those flown by government agencies. For unofficial flags, protocol is to put the official (key word - official) seal/logo/CoA on a white background and that's the flag. If unofficial flags are the CoA on a white background, they just happen to coincide. Any other color background, it's some rando's art project and we won't put it in the repo unless there's an official government agency flying it.
