Punk is a genre now, which inherently makes it safe. It used to be on the edge of what was considered "real rock", now we've long past the point where generic pop musicians copied beats from it.
You don't do punk to break boundaries anymoee, you do it because you like the aesthetic of punk. Meme as it may be, Death Grips is the closest to a "punk" in the modern day, both commercially successful while still circling the boundaries of electronic music.

I associate the musical boundary pushing DG do more with prog than punk. Their attitude draws from punk, but the approach to innovation is more sophisticated like prog is. Presenting "unsophisticated" emotions in a sophisticated way is a cool aesthetic that seems at least less than a century old in it's broadest terms.

I'm sure some libertarian will come in and tell you that anything is permissible as long as you're a private entity since morality only applies to the state or whatever. These are the type of people who will defend free speech unless it's speech that actually has any emotional power opposed to their values though.
