It's not his best but even against Ziggy it's his most influential, half the shit that came out of the underground scene in 80s England were either directly influenced by Low or the artists who championed it (Joy Division/New Order, The Cure, Siouxsie, The Chameleons, etc.)

I don't think Low is post-punk but its sound helped lay the groundwork, as I said it was a huge influence on the artists who would become the forefront of the genre. Joy Division were completely enamoured by it (their original name is even taken from Warszawa) as well as The Idiot, Robert Smith has frequently named it the greatest album of all, Mark Burgess said it came out at the perfect time when he was just starting to write his own music.
