That episode was from 1987 meaning it was probably filmed in 1986 so 30 years ago would be more accurate and now if you'll excuse me I'm going to go cry over my lost youth.

They never looked all that great. The whole reason for destroying the Enterprise D in Generations was because they knew the TNG sets were unsuited to movies and needed an excuse to build cinema-quality ones.

That pic was during the first season/Roddenberry era. It can be excused.
They are TOS sets. They reused lots of shit in first season because of budgetary constraints.
Dukat couldn't do anything right. Even the occupation ended with him.
