I don't think that's true. One can passively listen to music and appreciate it to some degree when in such a state. I'll admit that silence is often better, though.

I've never been diagnosed with anything but I experience periods of what I understand to be depression
For me I still enjoy music because it has an anonymizing effect one. I let it wash over me until I don't exist. The music becomes my reality.
