To make it easier for them to do something useful the government is planning to subsidize for them also normal education on top of the religious one it already subsidizes for them, but to make them agree for the deal the universities will have to have gender separation.
This was no gender will know about the other's existence and peace will be kept.

Orthodoxes are growing in number. But the problem is they arent intrested in anything besides the religion. Meaning they don't really produce anything (besides texts, songs and stuff like that).

To solve this problem the goverment hopes with these programs to eventually make a productive members of society by giving them education and intruducing them to the workmarket.
