I think they just wore it because it looks striking and winds people up. Ron Asheton took to wearing it because he collected Nazi memorabilia as a passtime with his father and just thought it looked good, for example.

Siouxsie wore the Nazi garb solely as a means to be shocking as like many who were youg at that time they were naive to the wider ramifications that wearing such attire would garner (think how many young centre-leftists use Communist/Socialist regalia). As a consequence they ended up with a lot of people thinking they were Nazis, including a fairly substantial group of Nazi punks that ended up congregating at their shows. The Star of David shirt was just a means of separating from that, and possibly linked into the song Israel, though I don't know if Siouxsie began wearing the shirt before or after that.
