Every clothing store I've ever been to has had private changing rooms for trying on clothes - one person is allowed in each changing room at a time - and they've always been unlabeled with regard to M/F.
Maybe I shouldn't have used the term in the OP when I was referring to "locker rooms," which are communal changing rooms associated with fitness centers - Target doesn't have those.
