Tarkin saw retreating as a loss to the rebels. He wanted to stand his ground and impress the emperor.

In Ep.6, Palpatine believes Luke will turn and the rebels will be killed by the troops, and the Death Star can't even move since she's not complete.

Both of these are explained in the movies. This isn't the prequels, try paying attention.

Of course it had engines, how does it rotate and position itself to destroy planets? The giant laserbeam is only on 1 side. Or if it has to fire to hit some rebel planet but Imperial controlled planets are in the way?

There's no way a beam capable of planetary destruction wouldn't budge the position of the Death Star in the opposite direction. And we clearly see no counter engines firing to negate the push from the laser.
