White rice is pretty processed, it's not bad for you per se but it doesn't have much in the way of nutritional value and I definitely wouldn't call it "healthy".
It's carbs, and it's going to be healthier than most breads, but not as healthy as brown rice
High caloric content makes rice a good staple, but it should be eaten with a bunch of other stuff (greens, source of protein) to fulfill all nutritional needs.

From my point of view, i living in small city with 50k residents, you can survive, food is cheap, for example (in my city ofc) pizza cost $4, kebab $2.5, rent a room is around $150, food month is about $100, but for $365 life in Warsaw is impossible, but people there earn more money i think, thats one of the reason why a lot of poles emigrate to west europe, but Poland all time more develop and now its no problem with jobs with $500, you just must go to bigger city or get some experience in your job
