Group the players into 3 different eras: 19th century, deadball, and live ball.

For the 19th century, the top 5 players at each position get in, as well as 10 pitchers.

For the deadball (1901-1919) and liveball era (1920-present), the top 10 players at each position, as well as top 25 SPs and 5 RPs (10 pitchers, period for the deadball era), are in.

That gives you 50 old-timers, 50 deadballers, and 110 live-ball players, for 210 default spots. This is the starting point. The ceiling should be somewhere between 250-280 players overall.

Each voter still gets 10 votes, but you can allocate more than one vote to a single person. A player would need 7.5% of total votes to get in, which is equivalent of the current percentage of total votes they need.

Take Cooperstown away from the BBWA and give it to MLB. Baseball's HOF is the only one not own and operated by it sport. The NFL controls Canton, NBA controls Springfield, but sportswriters control Cooperstown.

What people fail to realize is that Rose's records and Bonds' records are in the HOF. You can see the bats, balls, unis, game memorabilia, etc. associated with those records along with their names.

While their records are in the HOF, Rose and Bonds aren't in the HOF as MEN because they're shitty human beings - and, yes, there are other shitty human beings in the HOF.

Rose especially is an asshole. He repeatedly lied to all of us and threw Bart Giamotti's corpse under the bus for nearly 20 years only to admit to everything when he thought it would get him in.

I'd put Rose in the HOF the day after he dies. He gets in, he just doesn't get to enjoy it. Ditto Bonds, Clemens, etc. Put them in after they die. That way we award the achievement and not the man.
