The few remaining places where it still is are some US states, some countries from Asia and non-countries from Africa. The rest of the world either degenerated into allowing cheating around the 70s and the 80s (europe) or followed the trend a few years ago in the 00s (my country). Why isn't it illegal anymore? Among the arguments, there are "not enough money for the law enforcement" which sounds like a huge bullshit and "discrimination against women", which is obvious pandering and implies an even bigger reason to make the law existent again: these whores don't respect the institution of marriage.
Cheaters should be penalized. They disrespect the foundations of society and make an assault on the country's well being and order. Want to have multiple partners? Fine, but don't marry. Marriage exists for legal rights, it's a contract and not just for some social status, and stepping on it creates problems, among them the sky-rocketting of divorces that cost the state more money than penalizing cheaters would.
