they are supposed to be at the makers discretion but capture the atmosphere or tone the way you wish. and they show off the aesthetics, these are kino but nobody posts webms.
they dont have to be a certain scene but they can be, they are usually just the entire movie, this is a joke theres so many good shots though essentially you could do the entire film like this
