Not counting a vacation hotspot like Seychelles, I'd choose Algeria or Tunisia because their HDI is the highest of all
Maybe Ghana too, it's less shithole-y than all the other countries that surround it
Morocco is a good choice as well, but that's it, those are literally the only good places, everywhere else is a shithole and even these places still suck
