In the event of a wartime invasion (like one they feared from the British), the President needs to be able to conduct the war as efficiently as possible. He can't start an official war without congressional approval buy does have the authority to send troops into combat for 90 days without said approval, and is also first and final say on the use of the nuclear arsenal, as part of the Presidents legal and official war powers.
