You have to start by deciding if Carthage would have built a Rome-sized empire and spread Carthaginian beliefs and such to the extent Rome spread her culture. I suspect Carthage would not have done that, and you'd have seen one or the other of the Eastern Empires sweep into Europe instead. Maybe Mithradates the Great, if nobody beat him to it.
