Pretty much. In the end, the lower bid meant more money for the home builders/mortgage company. I told the told the real estate agent off a bit, threatened to complain to the VA, but I could tell there wasn't I could do to grange the outcome.
In the end,it all worked out. I was able to buy a two year old home in the same subdivision for a slightly cheaper price.

Ah, sorry, I skipped a couple steps in my post. The initial period, that the advertised interest rate is for, on a mortgage doesn't usually cover the entire repayment period, usually just 2-5 years (that's what I meant when I said mortgages don't usually cover the entire repayment period). After that you have to start paying the lender's standard variable rate (typically worse than the rate during the initial period, so my mindset is that I'd always want to look around to switch mortgage provider to save money after the initial period ends).
