This is also the ep where Rom wants to join Starfleet. This subplot is the best part of the episode. He DEFINITELY has a scheme. Fast-track his way to Captain or Admiral as fast as he possibly can (attainable in 2 decades if you know what you're doing and get lucky) because that is where the REAL profit is. Since the Federation are commies you need decision-making power to control wealth, and if you are an Admiral there are strings attached but you're basically so wealthy you make the Grand Nagus look like a pauper by comparison. Also Starfleet has a hard-on for xenos so they will Affirmative Action the shit out of him all the way up the ladder.
