I wouldn't use RYM as a measure of that. RYM users are afraid to give high scores to new releases because they haven't been certified as classics yet. Also the rock vs hip hop people tend to give lower scores on purpose to works of the other genre.

Scumfuck Flowerboy was at 3.9 for the longest time
Nine Inch Nails' Add Violence was hovering around 4
A Crow Looked at Me was around a 4
Slowdive was around a 3.8

Then they settled down

It's a bit of both. These days, anticipated new releases will start unreasonably high and then settle down after a bit. But in the long term, the number will slowly rise if it's something that eventually gets considered classic (see Fleet Foxes s/t differentials)

NIN got a 6/10 from Fantano, this year was pretty depressing for music. I can't believe a album called Scumfuck Flowerboy might be the AOTY, its like we are living in a Hunter S Thompson parody but its real life.

DAMN had some fine tracks, so did Slowdive. Flower Boy was actually good

A Crow Looked At Me was PAST 4. It was within the top 200 for a good bit.
