Two countries, A or B. They can either make nukes or not make nukes.
If A makes nukes and B does not, then B could be wiped out A without threat of mutually assured destruction. B does not want to be wiped out, so B should build nukes.

If neither A nor B build nukes, but neither knows the other isn't, each should build nukes in case the other does and in case they want to take over the other country. In this case, it is better to build nukes. i.e. if neither A nor B builds nukes, and A knows this, A could build nukes and attack B without repercussions.

If both build nukes, neither will use them due to the threat of mutually assured destruction.

It is always better to have the weapons. This way you can have them but not use them. The best of both worlds.
