All talk. Kim is very aware that attacking another country, let alone the US, is suicide. He may be a spoiled child that talks a lot of shit, but he's not stupid. The US has 14 trident submarines each with 24 Trident II missles with The Mark 5 MIRV which can carry up to 14 W88 (475 kt) warheads, while the Mark 4 MIRV can carry 14 W76 (100 kt) warheads. Now these are limited to START treaty to no more that 8 warheads, but still with one weapon, it would effectively reduce any worthy target in NORK to dust. This is not counting any land based or air dropped weapons.

No one--especially a dictator of a dirt-poor country--spends an exorbitant amount money, time, and energy building something that'll destroy the planet. He wants to live a long life, and he wants to stay in power for all that time if possible. Nukes will allow him to do whatever he wants to his citizens (who are basically his personal slaves already) without outside interference threatening him to knock it off or risk being "liberated" (aka invaded).
It might hurt the American conscience, but all Americans will eventually turn a blind eye at Kim's oppressive civil rights actions once they're convinced that he can decimate numerous major cities worldwide with the push of a button
Let's not forget that Hussein (Iraq) and Gaddafi (Lybia) were both "conveniently" overthrown not long after they agreed to the USA's demands that they curtail their nuclear program. Both dictators would still be alive and in power today if they'd given the U.S. the finger and continued building powerful nukes.
