They can, but it's a huge waste of resources. All non emergency businesses are forced to close. The cops can and will tell businesses to get the fuck out during the storm because it is too dangerous for them to be rescued. I'm under mandatory evacuation, but I'm fairly sure they're not going to risk their lives going door to door to see if anyone's home.
