Example: 1 1 1 (pause)
6/8 is when 6 beats hit out of a 8 count
1 1 1 1 1 1 (pause) (pause)
It doesn't really matter what the time signature is. You can write it in 3/4 or 6/8. I personally subdivide all of my triple meter in 3's

You're not wrong and you could do the counting like this on a 3/4 beat, but sadly it doesn't work like that in actual use when there's no beat that often.
While the phrase structure seems to favor 6 beat phrases, the 4th beat seems just as grounded as the 1st, so I would say it's 3/4.

The bass drum hits on the 1st beat and the snare hits on the 4th, giving the 4th beat a "not quite there" feeling.
In OP's link, it goes bass-snare-snare. Though at 1:32 it augments to bass on 1, snare on 4, I still wouldn't call it 6/8 because it's for like only a few measures and still retains the 3/4 feeling in the verses.

the first number indicates the number of beats per measure.
the second number indicates the type of beat we are counting.
3/4 means there is 3 beats per measure and we are counting quarter notes.
6/8 means there are 6 beats per measure and we are counting eighth notes.
You don't just have rests or "pauses" at the end of each measure.

Honestly the difference between 6/4 and 6/8 is pretty much a preference thing when it's structured like that. I typically see 6/4 when they want to do frequent beat fuckery (3+3 vs 2+2+2 vs 4+2) while 6/8 is used pretty much solely for 3+3 with the occasional 2+2+2 to spice it up.
